Identification of Health and Safety Hazards from Airport Buildings

  • On behalf of an airport authority inspected, documented and reported health and safety hazards existing in currently operational and decommissioned buildings [31 buildings in total]. The results of this work will guide the further development and implementation of the airport’s master plan.

National Emergency Response Plan, Training and Tabletop Exercise

  • On behalf of a federal government agency, conducted a risk assessment and prepared an emergency response plan; provided a general training session for all agency staff and an in-depth training session for management and ER team; and designed and facilitated a table top exercise to test the plan

National Avian Influenza Tabletop Exercise

  • On behalf of a federal government agency and five associations representing the Canadian poultry industry, designed and facilitated a tabletop exercise to examine emergency plans and procedures and communication protocols in the event of an avian influenza outbreak in Canada

Canadian Food & Consumer Goods Pandemic Preparedness Session

  • On behalf of national associations representing the major Canadian food and consumer products companies, designed and conducted a pandemic preparedness session and tabletop exercise to test key scenarios related to the ability to manufacture, ship and retail food, beverage and consumer products during an influenza pandemic

Critical Infrastructure Information Identification

  • On behalf of a federal government department, conduct national consultations and develop consensus for the geo-spatial identification of information relating to national critical infrastructure, its attributes and features

Pandemic Influenza Emergency Simulation for the Agri-Food Sector

  • On behalf of a federal government department and a food industry coalition, designed and facilitated a series of workshops to examine the impacts of and degree of readiness for an influenza pandemic in the agri-food sector. Subsequently designed and facilitated a 1 ½ day table top pandemic emergency simulation exercise with 120 participants from government and the agri-food industry

Evaluation of Food Safety and Food Quality Program Administered by Two Major Federal Government Departments

  • On behalf of two federal government departments conducted a formative evaluation of the national Food Safety and Food Quality Program. The project included obtaining views and assessing participation of provinces, agricultural and livestock industry sectors and other federal departments

Development of a National Emergency Response System (NERS) for a Major Federal Government Department

  • Updating of the national emergency response framework to increase the effectiveness of federal support to provinces and territories in their response efforts. The project included development of processes and procedures and a training program

Evaluation Framework for a Major Federal Government Department

  • Developed an evaluation framework to guide the formative and summative evaluations of the department’s international agricultural and agri-food marketing program. The project included defining the governance structure, developing a logic model and performance indicators, a matrix of evaluation issues and an evaluation strategy

Organization and Facilitation of an Emergency Preparedness Workshop to Establish a Canadian Veterinary Reserve for the Canadian Veterinary Medical Association

  • Planned and conducted a workshop for Canadian Veterinary Medical Association to develop a reserve capacity to adequately respond to future emergencies

Critical Infrastructure Prioritization and Assessment of Interdependencies

  • A pilot project to analyze several critical services of a major federal department for identification and categorization of its critical infrastructure and assessing the interdependencies between and among critical infrastructure

Development of an Emergency Plan for a National Animal Health Association

  • Developed an emergency plan for response to animal health emergencies, e.g., avian influenza, BSE (mad cow disease) and other natural and technological hazards

Corporate Malfeasance Scenario for a Major Federal Department

  • Designed and facilitated a discussion-based exercise to enhance staff response to a major crisis affecting the health care sector

Disaster Exercise for a National Food Industry Company

  • Planned, facilitated and evaluated a simulation of a major animal disease outbreak to train senior managers and key employees in emergency response and recovery

Certification Process for National EM Association

  • Developed detailed plans for the establishment of a highly credible national certification process for emergency management professionals

Evaluation of Disaster Financial Assistance Programs & Development of Custom Software to Enable Disaster Financial Assistance Cost Estimation

  • Assisted a provincial government in its review of disaster financial assistance by researching practices in other countries and jurisdictions, evaluating the suitability of particular forms of financial assistance and developing a model to estimate the cost of specific programs

Disaster Exercise for a National Food Industry Group

  • Designed, facilitated and reported on a major industry-wide exercise simulating a terrorist attack on Canada’s food supply

Evaluation of Communications Program & Development of Organizational Change Proposal

  • Planned and facilitated a retreat for a large federal department to examine options for organizational restructuring to meet revised mandate and made recommendations for organizational efficiencies

Cross-country Survey for a National EM Association

  • Designed, conducted and reported on a national survey to gauge support for a national emergency management certification program

Evaluation of Emergency Preparedness and Critical Infrastructure Program for the Financial Sector

  • Carried out a formative evaluation of progress towards the achievement of program goals, as well as the effectiveness of the organizational design and management processes put in place to deliver the initiative, for a federal government department

Risk Assessment and Critical Infrastructure Identification and Categorization

  • In-depth analysis of hazards and risks, including natural, anthropogenic, technological, and public-health threats, and evaluation and prioritization of critical infrastructure for a Regional Government in Ontario and its three member municipalities

Disaster Exercise for NAFTA Member Countries

  • Designed, facilitated and evaluated a major international table-top exercise to test the interaction of regulatory authorities of Canada, the United States and Mexico in response to a terrorist attack on the food supply

Response Plans and Disaster Simulation for Senior Management

  • Assisted a major federal department in the development of a national security/consequence management plan for an all hazards emergency response system to coordinate federal, provincial and territorial response and developed related response scenarios and training modules

Risk Assessment and Critical Infrastructure Identification and Categorization

  • In-depth analysis of hazards and risks, including natural, anthropogenic, technological, and public-health threats, and evaluation and prioritization of critical infrastructure for a Regional Government in Ontario and its nine member municipalities

Animal Health Emergency Management and Communications Plan

  • Developed strategic emergency management and risk communication plans for a national animal health organization for three levels – national umbrella organization, member industry associations and individual companies and producers

National Critical Infrastructure Assurance Program

  • Developed consensus for a governance structure to be used amongst stakeholders – governments at all levels, industry, and the not-for-profit sector – collaborating in the protection of critical infrastructure in Canada

Overview of Public Alerting Systems and Arrangements in Canada

  • Comprehensive examination of the status of public alerting methods, best practices and legislative bases across all provinces and territories, as well as in a number of critical industrial communities where public alerting is a high priority

Mitigation Policy and Strategy Advice

  • Reviewed mitigation policy and strategy for a federal government agency, with particular reference to furthering national goals and objectives with respect to mitigation, by active collaboration with other federal government programs

NATO Civil Emergency Planning

  • Review of Canada's participation in NATO Civil Emergency Planning, assessing the optimal degree of involvement in NATO's Critical Infrastructure Protection and Emergency Management organization

Federal Government Alternate Site Study

  • Identified alternate sites and facilities for the relocation of essential government programs and services in an emergency
  • Developed principles and criteria for use with a geomatics program to inventory and analyze all possible options for maintaining the continuity of government operations

Federal Government Department Emergency Response Plan

  • Designed the emergency response plans for the Minister's portfolio agencies based upon a new organizational framework, incorporating the essentials of a comprehensive all hazards emergency response plan

Diagnostic Examination of Canada-US Emergency Management Arrangements

  • Examined and recommended measures to rejuvenate and strengthen Canadian-American cooperation in cross-border emergency management procedures, particularly in light of the new organizational arrangements established in both countries post-9/11

Public Alerting Systems for Nuclear Power Generating Stations

  • As part of an international project, made recommendations to design and implement public alerting systems in the area surrounding two nuclear generating stations

Disaster Financial Assistance

  • For a federal government agency, assessed the financial implications of proposed changes to arrangements for providing federal financial assistance to provincial/territorial governments for disaster response and recovery

Refugee Contingency Plan

  • Developed a contingency plan for the resettlement of refugees and developing a consensus among federal departments, provinces, municipalities, the private sector, NGOs, ethnic groups, and the international community, including national and international relief agencies

Community-Based Emergency Preparedness

  • Evaluated emergency preparedness capabilities of local governments and communities for an international client
