In determining your risk assessment, ask what is the risk, and what is actually at risk? |
"Risk" is traditionally defined as "probability multiplied by consequence", where probability depends mainly upon historical frequency data.
But what about situations where there is no historical frequency? How can the risk be assessed for a unique event for which no precedent exists? How could risk have been calculated for the toppling of the World Trade Centre towers?

Hazard: is a product, situation or location which contains an inherent danger which has associated with it a threat or threats to life, health, property or the environment.
Threat: is the way in which the danger inherent in the hazard could manifest itself, given certain conditions, to create an emergency or disaster.
Impact: the consequences of the manifestation of a threat expressed in casualties or dollars.
At Risk: exposed to danger.
